If his attacks are faster, have better shield breaking capabilities, and you make fully charged F-smash pretty much insta-kill, that'd be pretty cool.
Alternatively, you could make it so all his attacks are slow as ass but are all insta-death.
Also make him so heavy that fully charged up-smash from fox does not kill at 999%.

Now seriously, what if the lower part of Bowser's back air was a strong spike? Also, I don't know how it worked in melee, but if i remember correctly, in brawl his dair hit the opponent several times and then spiked. Why not make it spike from the very beggining so the opponent can't SDI out of it? Also, whirling fortress needs a major buff in vertical recovery.

Okay, Ideas have been popping into my head like crazy, so I'll just post them here. This will probably make Bowser extremely OP, so you'll probably have to ignore most of this.
Jab: Jab 2 should have less endlag, so bowser could rush to his opponents and maybe grab them.
F-tilt: Just a bit more range should make this a pretty good poking tool, especially if it had less startup lag.
D-tilt: Should work similar to smash 4. As in, it has little startup, if the opponent is at very low percentages, both hits connect and if the opponent is at high percentages, first hit can possibly kill.
Up-Tilt: Fairly good already. Keep it as it is.
Dash attack: Less lag overall.
F-Smash: should break shields and insta kill when fully charged. Also should have armor.
D-smash: If it's unSDIable, it would be better.
U-smash: Invincibility on the shell, like in sm4sh.
nair: More range
Fair: Keep as it is.
Bair and Dair: already talked about these.
Up air: That POWER. If you're looking for a way to nerf bowser, this is probably a place to start.
neutral special: Land cancel. Would be cool if when you tap the button, he instead shoots a fireball with long range instead of the fire stream.
Side special: The legendary claw. Maybe less startup and super armor?
Down special: Shield breaker, and if it can't already, ledge cancel. Also armor maybe?
Up special: More vertical recovery.
grab range: Marth level
Throws: keep mostly the same, but for the up throw, make the opponent be thrown at a distance where Bowser can double jump nair before they recover.

Also, make Bowser heavier. Much heavier. As in he can survive a knee of justice at over 100%.

One thing about Bowser that has always annoyed me was how much startup lag there is for him to simply jump. Perhaps that could be faster. Also his recovery seriously needs some work.
