Fair has much more kill potential and is faster Upair has less landing lag. not sure if this is possible, but give him an aura mechanic similar to Lucario in PM but instead can pull out super bombs that can KO but deal less damage. and if thats not possible, keeping the hit boxes of the bomb on the ground when dropped to make them landmines make his bombs be a decent meteor. increased arrow hitstun longer wavedash faster grab boomerang has less start up and ending lag taunt heals can charge 2 fully powered arrows to use but are not as strong. second hit of Fair is stronger and is a spike. Up B goes higher faster falling speed and run speed
These are just ideas of stuff to make a cool unique and decent but I not too powerful. Also I don't the limitations of modding melee are so some of these ideas may not be possible.

Grab in air actually grabs (if YL lands on the ground quickly enough). I don't know if air grab mechanics are a thing/plausible, would be interesting to see what it looks like. Alternatively, air grabs could function like stage-tethers and allow you to pull YL to the opponent.
Charge YL's grab for speed & length (the longest being akin to Scorpion's spear in function) :}.

Young Link can tether three times per airtime.
Young Link's boomerang throw animation is airdodge/shield-cancellable.
Young Link's up+b is airdodge cancellable.
Meet Young Link the rock climber.
[This would be a lot of fun on stages like Brinstar Depths and FD, but it would definitely be pretty derpy to say the least.]

What if we gave Young Link the ability to have 2 boomers on stage at once? It's fairly subtle, and it wouldn't be *terribly* overpowered, but it would make controlling space even better than before. That and Thor's idea because that sounds way to good to pass up.
