Up-B: Extend the beginning of the move so that she can move much, much farther before she vanishes, then give the actual vanish very little teleport range, and make it so that she disappears and appears much quicker.
Side-B: Get rid of that Super Castlevania 4 shit and make it so that she cannot flail it around. HOWEVER, make it more like you're cracking the whip, giving it a bit of windup lag and directional sensitive input (crack it forwards, directly above you, diagonally above you, etc), and a set hitbox, leaving the sweetspot on the tip. Also, not too much end lag.
Neutral-B: Give them a spread out shotgun effect in about a 45 degree angle, spreading upwards if grounded, and downwards if airborne.
Down-B: Turns her into Fox for the rest of the match lol
As far as normal attacks go, I think she's pretty ridiculous already sooooooo
Neutral Air: Change it to a multi-hit spin, like Wolf's Nair in Project M I guess
Honestly her normals are fucking amazing so just change up the specials and she'd be even worse.
I mean better.

Been thinking about this a little more aaaaand
Side-B: let her flail it if B is held down (like in super castleVania 4)
Keep the Nair as-is
Make ALL tilt animations complete 2.5x as fast
Make her jab loop the first two hits
Dair comes out twice as fast
F smash can be jump cancelled, and extended by pressing attack again(think link fsmash) giving it a total of 4 potential hits, while also allowing sheik to reverse direction when the second two kicks come out.
Still think that down-b should turn sheik into like a sandbag or something lmao
And lastly, give her a good short hop.
