I feel like, if you use Luigi's current wavedash to break other characters, maybe Luigi's traction should be even lower?
I ONLY feel that this is relevant because Luigi's wavedash is the only reason he was useful/had a niche. If you gave him say, a wavedash that took him across FD, he would still have the niche.

Maybe keep his wavedash similar, but have all his moves propel him in a similar fashion to his wavedash?

i think his wavedash and wavedash game are ok as is
it would be more fun to address more of luigis weaknesses than just amplifying his strengths

What if his Fireballs moved slower and had a much longer lifetime, like Falco's lasers in old versions of Brawl- (IIRC)?

Yo, also, swap the meteor hitbox with the sakurai hitbox, so it's easier to meteor offstage and set up tech chases. Probably should post this in its own thread, but oh well
