Id actually like to see it break shields.
Besides that I don't think it should really be changed too much.

I just wanna be able to tech chase with a taunt. Is that too much to ask?

I just wanna be able to tech chase with a taunt. Is that too much to ask? You're onto something. Here are some ideas for Luigi's taunt that ride on this wagon: Animation speed is fasterThis is to make it a viable attack and a usable tool in tech chasing. As a side effect, timing the taunt meteor becomes easier. Taunt deals better shield damageIt's a taunt, and it's still going to have a lot of setup time, so heavy shield damage seems reasonable. That, and it would be hilarious without being the most obnoxious thing ever. Taunt hitbox knockback is buffedThis makes it possible to combo reliably out of taunting. This makes taunting even better as a funny tech chasing option. As a side effect, the taunt meteor becomes more effective.

I totally understand this is a different game, but in Brawl Minus, I've read a tech roll with taunt -> Shoryuken KO.
I think generous I-frames is better than faster animation - I think fast enough to catch people out of tech rolls is good, but you can also hard read tech rolls [as I do sometimes with Falcon Punch in regular Melee] and it will still be ridiculously satisfying, while I-frames make it easier to edgeguard with [how satisfying would hitting Marth's dolphin slash be?]. If it is sped up I'd hope it's still fairly slow [that is, it can catch tech chases as a fairly hard read, but I'd hope you can't reaction tech chase with it].
I wouldn't mind a slightly bigger taunt hitbox to make hitting suckers below the ledge a bit easier

I had a different idea for Luigi's taunt, but being a Smash scrub, I have no clue how something like this'd go over (in terms of possibility and/or fairness). Also dunno if a consensus has been reached already for Luigi's taunt, but here goes:
Give the taunt the same "chance misfire" property as his Green Missile and the same odds of it happening (1 in 8, correct?). A connected "misfire" taunt would do a ridiculous amount of damage (I'm talking like ~40-50%), complete with an explosion effect; it wouldn't have much in the way of knockback power, though, just like his regular taunt kick. I think it'd be a neat way to keep in the goofy, "humiliating" nature of the original taunt.
